I checked the Gbatemp.net forums this morning, and after a few minutes, looked at the Tokimeki Memorial Girls Side 3 thread. I was pleasantly surprised to learn the following:
A full translation patch is now available for the Playstation Portable edition. This is version 1.0. If you find any typos, inconsistencies, technical problems, and so on, then be sure to mention them in the Gbatemp forum thread.
Likewise, a full English patch has been released for the Nintendo DS edition. This is version 2.0. As of this writing, the translation has one known issue, but that is all.

Please refer to Rinjinbu Translation's guide for how to purchase Oreimo Portable (an unrelated, fan translated PSP game) through PSN if you have not previously imported digital Playstation software.
